Why Skills are necessary to be a part of development societies?

Skills people are mostly helpful for developing different societies. They have the capacities to change. If people are well-educated and have a knowledge to deal it, then society should give a chance to work in their field.

If I was given the chance to work in Civil Engineering works and in my another field like Urban Designing and Conservation and in Urban Development sector then it would be grateful to work in different societies.
I have a ability and capacity to smoothly carryout complex activities involving all three skills (Cognitive, Technical and Interpersonal skills).
